You don't barter, most things have set prices, however, if you are buying more than one item might be worth asking for a discount.
As for tips, I only tip good service or polite service and it can range from just the small change if I was having a coffee to 10% for a meal. Just remember the people are very poorly paid compared to tourists and food is fairly cheap in restaurants in SB.
