They must be referring to domestic guests. As Noggin says, foreign visitors are usually asked for their passport on check in.
It is also worth noting, that according to this article, internet cafes will also be asking for photo i.d.

we are booked into a guesthouse and it states on the booking confirmation that we will not be admitted without a copy of our passports and visas,,,this booking was made last march
I used an internet place in Pune in Feb and had to show passport! Lucky I had it with me
