Goa does have eagles, but they are rarely seen on the beach.

I think your photo shows an immature Brahminy Kite - the Black Kite is the bird most commonly seen soaring over the beach.
Both birds are scavengers just like seagulls, not quite so glamorous as the birds of prey you seem to think they are.

I have seen White Bellied Sea Eagles near the cliffs at Chapora. :tup
