As Nationwide Flex Account Debit Card transactions are now subject to an FX charge of 2% plus a £1 ATM withdrawal fee, the best pre-paid card option appears to be the FairFX Anywhere Card (N.B. not their $ or € cards as these don't offer the same value) - currently available free for a limited period, via moneyfacts website (normally a one-off fee of £9.95 unless initially topped-up with £500 or more); no top up fees (can be done online in multiples of £10) and only a 1.5% fee for foreign transactions. Standard Mastercard fx rates apply.
I ordered & topped one up with a starter £20 this morning, as a backup for my usual long summer stay in Bulgaria.
The cash rates offered by Bulgarian high street banks can vary quite widely - for the past year or two, Bulbank has generally offered the best GBP-BGN rate.
