Right, question 1, does your Ipad have a USB port  so that a conventional dongle can be connected?
If yes, then easy solution.
If you have the cheaper one without USB, then you need availabilty of wi-fi.
This can be achieved at a hot-spot (there weren't any in Siolim when I lived there, but probably are now, ask at Amancio's down near the old ferry point............
or, you can use a wi-fi dongle, known in UK as mi-fi. These are available in India, but only just. Maybe get one on flea-bay and take it with you? Vodaphone seem to offer them, but their network used to be rubbish in Sioli

Also, of course, if you have a decent smartphone, you can use skype on that. I do all the time in UK and it works fine. So if its unlocked, an Indian sim (to suit where you live, Siolim is very variable due to the topography)  should allow similar use.
