Thomas Cook have good packages and all their holidays include the Mexico departure taxes. We have a couple of agents and we always sell our holidays with the taxes included...
Suprised TUI dont. Did it say it was not included?

The TUI web page did NOT say included. It actually said it must be paid before leaving the country. When I went to Mexico previously five years ago, to Cancun, and to Puerto Vallarta, both times I had to pay a tax on leaving and both trips were with Thomson/First Choice - which is now TUI. So I'm expecting bad news about it. At now 60UK pounds per person, if this is what it is, and also has to be paid for all children, that surely puts lots of folk off going to Mexico.
