I have just found out that the fares from the airport are regulated, and you can get a list of the prices from the tourist office in arrivals for your destination, this price list gives the fare for up to four people and there luggage ( normal size ) at any time of the day.
Make sure you always agree the proper fare with the taxi driver before you set off.

As for the bus Valletta is 20 to 30 minutes away, and the number 8 run from 5 30 am till 8 pm.
