Can anyone recommend a good, cheap and reliable car hire company in Sophia?
It is unlikely that anyone on this forum will be able to assist. Very few tourists have ever visited Sofia, except perhaps on an day excursion.
All the major car hire companies are in Bulgaria - Avis, Hertz etc, but be warned -
I have described a taxi journey in Sofia as a "white knuckle ride with change of underclothes optional."
Driving in Bulgaria is not for the faint hearted.

Sofia is a beautiful city,well at least the center of it is.
It is far more modern than either Bourgas or Varna,but with alot of historical places to visit too.
Having been there and witnessed the driving,i would avoid it at all costs or perhaps take a huge supply of Pampers with you .
Perhaps it would be better to arrange a price from a taxi company and get the driver to take you round all the places of interest.But be warned from one who knows,the driving is pretty mental especially in a taxi.
Most of the places to see are in the city center anyway and a easily walkable.

That's a good one for so early in the morning.
By comparison with the resorts, I found Sofia amazingly cheap in November 2000, because tourists don't get there. Taxis about a third of the Varna area price.
However, it is not just in Sofia that driving is not to be recommended, it's everywhere. Last September we saw the aftermath of a number of road accidents, including a fatal with a body laid in the road.

Just read your post there are one or two fairly cheap rental companies in sofia area you can get them on the net but you could try Drenikov .co.bg. and also carrentpromobile.bg phone no. 0035929601408. also at the airport you will probably find that sixt rental have an office as they now have one at Bourgas Airport.
