I have always found it better to park in the underground car parks especially when in the big towns like Santa Cruz or Puerta de LA Cruz. The likes of PDLA I have parked in the streets and always managed to find a space. To use the disable badge in Spain go to this site

Street is fine if you can find a spot, just be carefull you dont leave anything of value on view in the car. Same as you would do here

Be careful of the disabled bays on the road in the local towns and villages as some have specific number plates assigned for a resident, my father in law got his hire car towed away as he did not look up at the sign above the space.
