If they work as accommodation only supplier I believe they may not need to be registered for Atol, Abta or any other organisation. Your money will be safe only if you book through a credit card and with concern to Health and Safety you will have to ask them how they deal with it. They will act as brokers for the accomodation ( therefore not being obliged to carry on with H&S ) . I may be wrong but this is what they look like
