when you say 3*, do you mean UK standards or Maltese standards, as a Maltese 3* would prob be 2 or poss 1 in the UK

I just returned from St Julians (Spinola Bay) and my hotel (The President - read my review) would seem to fit your needs (claims to be 4 star).

Recently stayed in the Golden Tulip. Good price, compared to others in the immediate area - the downside is that you have to pay extra for a sea view.
