Spent 2 NYEs in Brussels, then 2 in Barcelona, & last year went to Dusseldorf....
All good in their own way, & if it's just "pub nights" you're after I couldn't fault any of them.
I preferred Dusseldorf, because of the lifestyle/ food/ beer, but it does get very cold at night, at that time of year.

You can't really beat Paris for NYE celebration, watching fireworks display setting off from the Eiffel Tower
Can thoroughly recommend Prague which we did two years ago. Just booked for Berlin this year.
New Years Eve is also a fab day to fly as it's not busy at all. Our flight to Prague departed from Luton at about 4pm - shopping in Monsoon was a dream (Xmas sale still on and practically no customers)

I advise you to evict London for the new years eve.
To crowded, to expencive, and nothing to do apart posh club.
