Yes, a visa is compulsary when visiting Hurghada. You will be given a card to fill in before landing in Hurghada. Upon entering the arrivals hall you will see the visa desk on your left (we were charged $18 back in 2008) However if you look directly in front of when entering the arrivals hall, you will see a row of desks where you can purchase your visa at a cost of $15. NB you are not under any obligation to use the desk to the left (Reps desk) After getting your visa just follow the crowds through passport control.
We booked private transfer from the airport to our hotel when in Hurghada in 2009, and they have also arranged our visa's for us ....... saves any hassle, queueing and is quicker.
