They will all have some knowledge of English in the resorts (to greater or lesser degrees) or they wouldn't make any money (or, at least, not as much money)!
I haven't been to Sunny Beach since 2004, so won't comment on restaurants, except to say that Djanny's near the outdoor bazar/market and the Condor, on the main Varna/Bourgas road through the resort, were very good and very reasonably priced then - things may have changed though.
Djanny's and the Kondor were the two best restaurants we found in Sunny Beach in August 05. We ate in these several times. Both the adults and kids loved the food.

The problem is that there is no guarantee that the restaurant you found to be good last year will just as good this, be under the same management, or even be there. Chefs change, waiters and waitresses change, and the premises might have been converted into a shop.
All this has happened to us over the years, which is why we never give recommendations.
