Hello sha33a14, nice name, as for the water parks there is some web sites for these on the named (prices at the moment)
Food if you keep to the less tourist restaurants and use the ones the local use you will find it a lot cheaper and better food, Chicken and Pork are the best buys and you always get a good big plate full. Not sure about any Supermarkets but there is a new shopping centre just opened in Tavira.

Not sure about shopping in Santa Luzia but you won't have a problem in Tavira.

Download this streetmap http://www.cm-tavira.pt/cmt/parameters/cm-tavira/files/File/Mapa_Tavira.pdf

Aldi is in square P1 at the roundabout. This is probably the road you would be coming into Tavira on.

Lidl's entrance is in square N5 where taxi symbol is shown.

The Municipal Market is in square L13 (good for fresh fish, meat, fruit, veg), weekdays - stalls tend to close by early afternoon.

Pingu Doce is a good quality supermarket with a better range of fresh stuff (especially bread) than Aldi/Lidl. Located on the other side of the river in square I11

Restaurants in Tavira to avoid are those on the quay with tables and touts outside in square J11 .

You can walk along to Pedras d'El Rei and either take the little train or walk about 3/4 mile across the island to Praia do Barril for some nice sand. The offshore islands are part of a national park and there are no roads and therefore no cars to worry about. From Tavira you can take a water taxi or ferry across to the Ilha da Tavira (island) which is also part of the nature reserve . That has excellent beaches.

Tavira also has a camara obscura in the old water tower up on top of the hill. Good for looking over the town!

The waterparks are a long way from Santa Luzia but here's a list I put together for another:

Aquashow

Krazy World/Algarve Zoo

Slide 'n' Splash

Zoomarine

Take a look also at these websites

Hope that helps.
