I think it means the policy won't cover very much at all. And if things go wrong, look to ATOL or your credit / debit cards first.
So is Supplier Failure Cover worth having? More DIY travel firms are promoting this if they do not have an ATOL and when you read the exclusions or excess, it's really not worth much is it?

You're absolutely right, it does mean just that. I wouldn't take it out, just be careful who you're booking with.
For an existing Supplier Failure Cover topic,
Supplier Failure Cover mitigates/avoids its losses by sitting behind other financial protection such as ATOL and credit card protection.
Your link directs you to a page which glosses over the actual T&C's which the policy appears to hide behind. And the text you removed which is in the policy documents are not shown on the website.
I think it is important that you check the wording policy and do not presume you will be covered by the SFC, when in fact the policy informs you, in the event of a supplier failure you must seek other routes to reclaim your losses first.
