Hi,
We went to Goa for the first time last year when my little brother was 13. We stayed at the Victor Exotica in Candolim. He really enjoyed himself and always had things to do. Although we didin't see that many children around, it didn't bother him that much and he was better at the shopping style than us !
We are going back in 3 weeks so it just proves he had a great time !
