We have a place in the North of the island and are struggling to get a good gardener. We have had a couple who have been very lazy to say the least.

That's what we did with the current one but they seem to want to work for loads of money and do the least possible as we are not there all the time.
I think maybe you are right though it does seem like the only route to go, maybe we will try again..
