This currently won't affect most of us who are holidaying for just a few weeks - we will still be able to get visa on arrival valid for 30 days.
The new rules means that you cannot extend this visa more than twice again each for 30 days, after which you cannot re-enter the Kingdom for 90 days.
Sooo, it could be a problem if you were using Thailand as a hub. eg. Enter Thailand stay for a few days then head to Vietnam. Return to Thailand for a few days then head to Laos. Return to Thailand then head off to Cambodia - you will then (as I understand it) be unable to return to Thailand until 90 days have elapsed.
Please don't worry if you have booked a 'normal' holiday to Thailand - nothing has changed.

New rule applies to visa on arrival. Anyone wishing to stay longer than 30 days need to apply for appropriate visa before leaving. No changes for anyone wishing to stay longer except extension to renew dependant visa whilst in Thailand. Most expats would have the longer stay visas.
