July is Goa is during the monsoon. There are few foreign tourists at this time, so if you want to see the real Goa then come, if you want lots of fellow tourists to party with, then perhaps not. The rain can be heavy and quite persistant at times.... Not at all sun bathing time although it's still warm.

It depends what you want as to where you will consider the "best place" to be. The main beach resort areas in North Goa are generally much more lively than those of South Goa (however, there are quiet areas to be found in North Goa too). A good read through the threads in this forum area will help inform you more fully of this.

It's India's smallest state (1,430 sq miles) and one of the smallest in terms of population.

no shacks in monsoon (july) also main beaches are closed as they are considered too dangerous with strong rips etc. not many uk charter companies (if any ) fly during monsoon. there are some resteraunts & bars open but not many.
our ex pat friends who live in goa love monsoon but as said it really depends what your looking for.
north much busier & touristy than south.

Calangute is still quite busy, and most shops and restaurants will be open, forget Candolim as it almost completely shuts down. A lot of domestic tourists visit during this time of the year, and seem to congregate on calangute beach, [ weather permitting] it is a nice time to visit, peaceful and green.
