We stayed here two nights in July. Rooms were at the back, overlooking the tube line - which doesn't run all night, so no problems sleeeping. Aircon worked too.
The quality of the breakfast was very high, although I had the impression that on one occasion the staff had accidentally supplied me with an upgrade to Eggs Benedict.
The downside was
(1) there are no public stairs, so unless you can find the staff stairs/fire exit, you have to wait until the 5,000 people getting off the tourist buses have all waddled slowly in and out of the lifts before you can get to your room, and
(2) when you book in the booking staff try to pretend the hotel only has smoking rooms left, so you have to be firm with them if you don't want to sleep in a stinking bedroom.

We stayed here valentines night as part of a show and stay package with theatre tickets and hotel room.
The room was a bit tired looking, although comfy with plenty of storage. We unfortunately had a room at the back of the hotel which overlooked the train tracks, the noise was noticeable but not unbearable. One of the bathroom taps was leaking, we did mention this to reception but nothing was done whilst we were there. The mini bar was empty and there was only enough tea/coffee for 1 cup each although we could have asked housekeeping for more if we had been desperate.
I wouldn't rate this as a 4* hotel, a 3+ would be more appropriate but for what we paid and needed it was fine.
Literally a 2 minute walk from High St Kensington tube station which awas handy for the tube to Tottenham court rd and the theatre.
Breakfast was continental or full english, plenty of food with a buffet for rolls, pastries etc.
I would stay here agin but would make sure I requested a room at the front of the hotel.
