I stayed at the HARRINGTON HOTEL which is in central downtown Washington DC for 3 nights at the end of July 2006. I had originally got their details from various Washington hotel lists on the web and read the descriptions on TripAdvisor.
I can thoroughly recommend this hotel, IF you are going to stay in your room to sleep and spend the rest of the day visiting. It is a very large hotel and the prices are incredibly reasonable for the location - $115 + tax for a room sleeping 4 (2 double beds) (with clean bedding changed every day as soon as you left the room), with a bathroom (with plugs, towels and continuous hot water), a TV, a kettle and coffee making ingredients and a fridge. The airconditioning was a godsend.
The only negative points are that the hotel corridors and communal areas need a lick or more of paint - it's really like a massive rooming house. The reception staff are efficient and friendly, the coffee shop serves breakfast from 6.30 am (good for jetlag sufferers!) and the bar is open until 2am .. and does room service too. There is NO POOL and the parking garage is a few blocks away (but a car in central Washington is a liability!). The hotel is also a pickup/drop off point for GrayLine Tours ... we did two.
The hotel is surrounded by coffee shops and restaurants (ask for a list from reception) and is within walking distance of the Smithsonian Museums, the White House, the International Spy museum (recommended but book ahead!), and is only a block from the subway.
If you want a cheap and CLEAN bed in central Washington DC, this might suit you - and then you can spend your money on what you really want to!
