Not all land in Gumusluk is owned by the military. Some of it might be - I don't know, but I do know that I have bought land in Gumusluk and built a property to sell, and the land is completly freehold.
It is something you should check out carefully though, because all kinds of different rules can apply in Turkey.

If its not freehold dont buy it simple as that - I would never dream of trying to fob non freehold land on to anyone and I sell land for a living.
Could you give me some more information please on your management charges.Would you also be able to ind clients to rent, short or long term , do transfers etc?
