I guess it depends on what type of resort you want. We go to the Aguamarina in Arenal d'en Castell and love it there. Our children are 9,7 and 3 and were 7, 5 and 1 1/2 first time we went. This will be our third time. Arenal is a quiet resort with a fantastic beach. A couple of small kids play areas with bouncy castles etc. We didn't go last year though as the children make friends at the hotel and play with them. The hotel has a small playground though. Some restaurants and a few bars but not a huge choice. Some will say that it is too hilly for small children, I wouldn't. Last year our then 2 1/2 year old walked down to the beach and up again without any complaints. The hotel is so close to the beach that we just walk down for a swim or to make a sand castle and then up again.
However if you want a more busy resort with Aqua Parks etc you would have to go somewhere else.

I would say Arenal D'encastell too, we stayed at the aguamarina when ours were 9 months and 18 months then for 3 years in a row.
