I can't help out with the small world hotel, but yes Bitez is flat and is probably well suited to a mobility scooter.
Yes Bitez is very flat, the beach front walk is paved and doesn't have traffic so is ideal. Sorry I can't help with the hotel though as I have never been in there.
Thanks folks Sold on Bitez booked today. Though now staying at Sah hotel! Seems pretty flat and ground floor appts.
