Would be very doubtful if anything other than cafe's and restaurants that cater for the locals being open

Further South you will find stuff open

callela and lloret are both working towns rather than just tourist places so would expect both to have shops and bars open, but not necessarily the tourist bars/clubs as they tend to close in jan/feb.
it would certainly be a nice quiet break.

I stopped in the H. TOP AMAIKA in Calella in December last year, and February, this year, and most of the shops, and many of the bars were still open. And as a bonus, it was warm enough to go in the sea in February. :D
