There's a Medical University in Plovdiv which, even if it does not provide haemodialysis facilities itself, should be able to steer you in the right direction - the website is available in English - HERE. It appears to be associated with "ÃÂ'ÞÛÃÂÂÂØæàáÃÂ'ÕâÃÂËœ ÓÕÞàÓÃÂËœ" (St. George's Hospital), contact details of which are:
ãýøòõрÑÂÂøтõтÑÂÂúð ÃÂœýþóþÿрþфøûýð ÃÂ'þûýøцð ÷ð ÃÂÂÂúтøòýþ Ûõчõýøõ (University Multidisciplinary Hospital for Active Treatment)
"áÃÂ'ÕâÃÂËœ ÓÕÞàÓÃÂËœ" ÕÃÂÂÂÆ- ßÛÞÃÂ'ÃÂâ€ÂÃÂËœÃÂ' (St.George, EAD {an EAD is a limited company} - Plovdiv)
âõû. æõýтрðûð ÃÂ'ð÷ð 1 (Telephone Central Base 1) - 032/60-21
âõû. æõýтрðûð ÃÂ'ð÷ð 2 (Telephone Central Base 2) - 032/264170

As with most things medical in Bulgaria, expect to be treated like the locals (i.e. you'll almost certainly have to pay not insignificant amounts of cash for treatment).
Hope this helps
See http://www.nhs.uk/nhsengland/healthcarebulgaria/pages/healthcarebulgaria.aspx, about halfway down the page.
