We've exchanged cash only in the money change kiosks in Malta before from Cyprus pounds to Lire with no commission.

My parents change their sterling currency each year without commission too.

It used to be just travellers cheques that were charged but I have seen in other countries/resorts that they only do no commission on cash exchange if you change a minimum amount.

Always best to check the rate on the board then ask, how much you will get for £100 then you can work out if there are any costs not displayed ;)

You'll get the best exchange rate by simply using your atm card in a cash machine. That way, you won't have to bring any Euros/£ with you in the first place since there is a BOV one at the airport in arrivals. You can also take out what you need for a couple of days and never have to worry about finding a currency exchange kiosk. Also, available 24x7.
