Try phoneing the airlines customer service department. You will probably be flying with TUI, previously Britannia.
Have you tried going on the thomsonfly website and putting in your booking details. You might be able to find out if all of your party have to book extra legroom.
We didn't when we booked through the internet with them and then booked extra leg room for two of our party.

alternatively ask in the flights forum where our wizkids in such matters hide out
Hi Brodi, I have found this applies to all operators, i know it seems wrong
if only one wants the extra leg room but they wont compromise.

We have often booked as a party of 4 or 6 and only two of us have booked exit seats. This has been with both Thomas Cook Airlines and Britannia (Thomson/TUI). I would certainly do as other posters suggest and ring the airline direct.
