I think Albufeira has what you are looking for lots of families and plenty of family friendly bars and restaurants, lovely beaches, lots of shops to poke around in etc.

If you don't mind self catering the Brisa Sol complex is popular and gets good reviews.

My friend regularly goes to the Dom Pancho aparthotel in Praia da Oura. Her boys were 15 and 17 and she has been going for a couple of years and still can't get rid of the boys as they love it and easily make friends there.
I think they have a games room with pool tables/table tennis etc but not certain.

We loved the Vilanova complex.

Went for 2 weeks in July/August.

No slides, but diving boards, games rooms, loads of pool games/quizzes going on all day that encourage teenagers and the whole family!

Excellent area and seemingly safe, lots to do and loads of people to meet. Our teenagers loved it, and, usually they hate everything!!!!

Club Praia d'Oura at Albufeira may suit you. We stayed next door, which was quite a small place but lovely (Ouratlantico Apts) but the Club PDO seemed to have a lot of faciliies and was near the beach.
