It's unlikely that you will get a room to accommodate this number of people, and would recommend you reserve two rooms - preferably interconnecting.

You could try the hotels in the Accor group for this - Mercure, Novotel, Ibis, Etap and Formule 1 or contact the Rouen Tourist Office ........... both will give websites if you google them.
