Sorry to hear about their loss. If they had travel insurance, that's the first port of call. Tickets are normally non-transferable.

Yes they should be able to claim on travel insurance provided he didn't die of a pre-existing condition not covered by the insurance.

Otherwise they should be able to claim back the taxes, but not the cost of the flight.

Thanks for your replies, I have passed this info on - not too sure about his insurance status, led to believe he did have insurance but uncertain about if it covered his pre-existing medical condition - he had cancer. Such a shame, organising this trip gave him something to focus on - just wasn't to be. He was going to visit extended family in Australia too.
