Lagos Camara expect that works will finish at the beginning of July and that the car park will open then. However, it's been announced that the Avenida will be closed to traffic from the 14th until the 28th of July for roadworks 'associated with the new underground car park'.
We were there in April and, whilst it looked as if all the major construction was complete, there were still lots of workmen on site and water was still being pumped into the river Bensafrim across the road from the site.

Have just come back from Ponta da Piedade and along the Avenida and new signs have just gone up saying the road will be closed 14th to 18th June. All looks promising for 1st July finish!
