I've just done a quick search on the CAA's website, there's nothing to suggest a change in regulations regarding laptops. In terms of the impact this may have on business travellers, I can't imagine there will be a ban on the use of laptops inflight. I can't see any reason for banning them, providing users are made aware of the current regulations. Have you got the link to the website where you read it?

                The last flight I went on had Wireless Internet provided with the intention that you could use your own laptop during the flight...would seem strange if the airlines are investing in this technology if a ban were imminent.
                
                
                
                                    
            
            
        
                
                I have had a few PM enquiries recently about this imminent ban on laptops, but I haven't been able to find any confirmation or recent comment about it.
When asking members to confirm the source of this information, it seems that most people have simply performed a Google search of "laptops on planes" which produces THIS article as number one result. But what they failed to notice was that the article is dated 2002 and now 4 years on, the ban still hasn't happened.
Perhaps rabrown's source is totally unconnected with that article and if so, then please do post a link to the relevant webpage as Darren suggests, and it may allow us to look into it further.
