Menorca is lovely so I hope they get there. On this site there are loads of information on Menorca and people who live there that can answer all sorts of tricky questions. I know that not all hotels are open all year around but on the site below there will be someone who know more. I use TravelRepublic.co.uk usually and a quick check now gave me 10 or so hotels middle of February.

Menorca is a quiet island and I would imagine in February, which is out of season it will be very very quiet.

Menorca will be very quiet in February. Lots of tour operators don't run tours to the Island throughout the winter months as lots of places are closed up. It can be cool (it is the coldest of all the Balearics)and there is often a very cold wind.
The resorts in Southern Majorca are usually warmer in winter because the mountains in the North of the Island shield the south from the winds that affect Menorca.

Menorca will be damp and blowy in Feb. many resorts will be closed down all together with street furniture wrapped against the weather and exposed palm trees also. I would recommend staying in either Mahon or Cuitadella as all will be open there and going out for days but don't expect laying on the beach weather.

I think that the best months for them to go would be May or October as i know they are not going to lay on the beach, and the season should just be starting or ending.

Have you tried Age Concern for travel insurance?

yes, age concern were not the best, we found that the A.A. online came out the cheapest, my mother wanted to go to America in the next 12 months so she was looking for 12 months insurance.
A lot of firms wont touch you over 70 if you want to got to America or Canada.
