I would say they could both to where the cable car starts but maybe not to the the top of same. It does recommend that anyone with a breathing problem, asthma for instance is not possible for them to go.

I frequently went cycle training in Tenerife and rode up to the cable car area from Las Americas, I would'nt see this altitude as a problem.
I once did climb Teide with a friend one day when we left the bikes at the apartment and it took about 6 hours and just about had me on my knees. Was one of the hardest things I have ever done, though worth it. Just shows I'm a biker not a hiker.

I walked back down as well, just incase you think I cheated and got the cable car. Which we missed the last one anyway when we came down from the sumit.
