I was querying this myself, we are flying with First Choice to DR in a couple of weeks, tickets have arrived but they are not very clear if this is included with the price, I think departure tax might be, but not sure about the tourist cards at $10 each.
I have emailed FC today for confirmation as I dont want to get to airport with no cash ready etc.
I'll update when i hear, but to be sure you might be better to check with TC

Departure tax is included in the price of the holiday but not tourist card so I will make sure I have our 10$ at the ready

Yeah, just have $10 at hand when you depart the plane, its all pretty straight forward anyway. Have a lovely holiday.
