The democratic systems required by the Law of Horizontal Properties arent perfect by any means and it can be a slow and tedious mechanism but generally it works providing the committee and the President act for the benefit of all owners not just a minority.

Most people are reasonable and willing to compromise. Its just the selfish few that cause most of the issues IMHO.
