Hi Aish, I have mobility problems and after asking lots of questions on here and some research the only places I have found to be flat in the Algarve is Vilamoura,Quarteira and another small resort in that area which I can't remember the name of.Hope this is useful for you .

you asked about slippery/cobbled. It's common all over Portugal to find pavements in older build up areas surfaced with small smooth tiles about the size of postcards. Very nice for a garden terrace but I can imagine a bit of a nightmare for crutches if they are wet. On the plus side, they are flat pieces rather than rounded so not as bad as british style cobbles for wheelchairs.

Well we survived Lagos....just. While it's a lovely place I wouldn't recommend it for anyone with walking difficulties. Those postcard-sized tiles you mentioned Steve, were everywhere and seriously slippy especially on the well trodden streets. So slippy that no joke.... there were actually kids sliding down the roads pretending they were on an ice rink and that was WITHOUT rain :-) Probably not SO bad for wheelchair users but to be honest it's not very accessible......most of the bars were very narrow with only high stools as seating. Wouldn't get a wheelchair into most of them. Restaurants were better as most have outside seating anyway.

Monte Gordo in the Eastern Algarve is flat with a nice promenade.
