As with all aspects of weather, it's variable. There is a constant breeze in that part of the world and it can get a little windy on the beach, but in the height of the summer it's a nice cooling breeze. It sometimes gets strong and you end up getting sand blasted, but it's fine to sit out on the beach most of the time. You'll get an odd stronger gust, but it's a moderate breeze mainly. There wouldn't be this many people and a lot more white horses on the Atlantic if it was that windy in Costa Teguise (been twice, only stopped going on the beach a couple of times):

We went to the beach every day and the wind didn't bother us. Occasionally blasted sand at us but not very often. Jabillo (please excuse my spelling) is a beautiful beach to visit. Green sea, beach is a little rocky in places but we loved this beach. It is beautiful

we returned on the 30th april and the wind certainly made games of tennis more exciting our friend had said the some trees were uprooted earlier this year due to the high winds
