Biggest selection is at the Tibetan Market beside the football field at the roundabout in the middle of Calangute High St.

                I was going to post the same answer as Alan, Tibetan market also in Baga if your that side. I don't find you can haggle the prices down a lot with the Tibetans but they do have some really nice jewellery and I don't normally quibble too much about the price, they won't sell it it they aren't happy and I won't buy if i'm not! Hope you find what you are looking for

 Yep always get my jewellery from the Tibetans.  The other year though I left it towards end of holiday before going to buy some and NO MARKET!!! Hadn't realised it was the Tibetan New Year and they were celebrating!!  THINK its February 14th this year but worth checking!  They were shut for a few days too.Found this.. http://www.men-tsee-khang.org/holiday/index_2009.htm - 14th, 15th and 16th February.
                
                the Tibetans are quoting about 45rps a gram for silver at the moment but you can get them down a bit .... I paid 35rps a gram for a 157 gram (very heavy!!) bracelet for my grandson last week....i think that was an excellent price, and they do have some quality things

                This is interesting. I have a friend who makes jewellery and she has asked me to bring her some unusual beads back from Goa.
