Altamar in Puerto Rico, Gran Canaria is lovely, though you do need to book up early as there is only 3 2 bed apts on the complex. You can stay self-catering, half board or all-inclusive. so suits all budgets. We stayed there last year had a wonderful holiday .

Look for hotels that have suites or family rooms. Thomson's have lots, just search the area you want.
You don't need to book with Thomson's, but just use them and maybe others for your search.

Long time since I have been there but both Los Zocos and the Teguisol in Costa Teguise on Lanzarote have 2 bed apartments. Also I think it was the Ocean Club apartments in Puerto del Carmen had two beds - this last one is a much smaller complex than the other two.

You or your sister would need to check recent review though.

Robbies tip is good, search on the main tour ops sites and then try and get it cheaper by booking flights and apartment direct unless she is a worrier in which case might be better with a package.

I guess she's probably looking for a beach location but we stayed at the Hesperia Sant Joan on the outskirts of Barcelona a few years ago. It looks quite far out but it's only a few minutes walk from the tram into the city centre.

How about a privately rented apartment ? loads on holidaylettings or owners direct, a lot of them on complex's the tour operaters use, but with the benefit of a 'home from home' apartment and usually much cheaper if doing d.i.y

as posted above diy may be an option, just done my first DIY and it was great and cheap in a lovely 3 bedroomed villa private pool all mod cons ect.... i wouldn't go with a tour op ever again, ok they are risks (very small) but if you plan your trip well in advance you can come out with a top holiday at a very small cost, let me know, i know a few villas in futeventura that could be availble

Also Costa Luz, Ocean Clubs other resort in Lanzarote, has two bedroomed apartments. Do have a look at some of the 2 bedroomed villas available in Lanzarote too. Owners Direct is a good place to start I would think, as juby 5 says.
