I haven't been to Ko Samui but have been to Bangkok in December and it was hot (though it always is) lightweight summer clothes are all you will need. It cools down a little at night but the temperatures are still very high.
If visiting temples you will need to cover up so no shorts or tanktops otherwise anything you would wear on a hot day in the UK will be OK. I would draw the line though at short shorts (in Bangkok).
