From memory the northern end of the lake (Malcesine, Limone, Riva del Garda) is mountainous and the resorts have many steep streets.
We only really passed through the southern end (Sirmione etc) but it seemed much flatter.
Beautiful area, don't recall any scary roads on the drive from Verona airport!

It's flat all the way from Verona into Pescheria and then Sirmione.
