It's some years since we were down that way- had a lovely holiday there.
If they are all still in operation-
the steam railway to Dartmouth was great- we went on the Flying Scotsman! (And before you say anything- it wasn't THAT long ago!)
The harbour at Brixham was lovely, and the model village and museum at Babbacombe.
The village between Paignton and Torquay- is it called Cockington? Very picturesque, horse and carriage rides, lovely tea/craft shops etc.

Sure you'll find plenty to do whatever the weather

The steam train is a great idea as it goes through some beautiful county side, they also do a round trip ,the train to Kingswear and a boat ride across the river to Dartmouth then a relaxing boat trip up the river Dart to Totnes and a bus trip back to Paighton (possible open top) not cheap but a full day out in lovely scenery. http://www.dartmouthrailriver.co.uk. Shame you will not be there of a Wednesday evening as there is a charity motor bike meeting on the front and up to 1.5 miles of bikes to walk around.www.bmad.co.uk. Dartmoor is not to far away either. All you need is the weather to change :sun2

agree with brixham harbour.
goodrinton sands is a nice day out.
newton abbott if its race day )
also alovely cobbled village i think called shalldon ??near by
