Have to say that I have fished in Majorca, Ibiza and mainland Spain for about the last 30 years and not once have I ever been challenged about a licence!
Just watch where the locals fish and join them!
The locals may have their licences though??
I have never known a tourist to be fined in Ibiza but on the mainland one now has to be carefull.Here in Andalucia and Murcia Guardia Civil have been known to not only confiscate tackle but vehicles and one poor woman and her two small children were left high and dry in the middle of knowhere in a car she was not able to drive when her husband was carted off to the police station.She was saved by some British campers driving past.
We fish one lake which is very difficult to reach and the Guardia have been known to arrive in a helicopter.
Basically the police are told to be kind to tourists and in most cases are not out to annoy them.
