I wouldn`t have thought so...Spain has just upped the age limit to buy ciggies from 16 to 18 years old, and on the offical HM Revenue & Customs site it says people under 17 are not allowed alcohol and tobacco allowance when entering from a non EU country, not positive if this applies to EU countries, cos I can`t find the answer on the site.

                If you are under seventeen you are not allowed a duty free allowance and therefore she would not be able to bring cigarettes back to the UK as per the post by Sanji ref UK Customs and Excise rules.
