The EU has published a list of blacklisted passenger and cargo airlines that are banned (or have operating restrictions) from operating to/from European airports.
Airlines from African countries dominate the list. Phuket Airlines did previously operate a service in/out of Gatwick but these flights were suspended and their B747 impounded at LGW.
The list is promised to be updated quarterly and can be found at http://europa.eu.int/comm/transport/air/safety/flywell_en.htm
