By the Costa Dorada - most people assume Salou. I don't know if this is your intention, but by no means is it a "concrete jungle" compared with some other Costa developments.
It is of course a modern resort which means big and new hotels, but the older side of the town - towards Cambrils still retains the Catalan feel
Anther resort perhaps considering is Sitges a little further up the coast. Which seems to be very much a resort for the Spanish. No major develpments and appeared to be very laid back. You should be aware though that this resort is one of the most popular for the Gay community throughout Europe.
As for Culture, you can't beat Barcelona - Far too much for me to go into here, but plenty of advice on other posts on this board. Easy to get to from the resorts. Well worth a separate holiday in itself.
