Hi there,
There is definetely a bus that goes upto Palmitos Park. If I remember rightly there is a bus terminal not far from the lighthouse which is close to your hotel. You should have no problems getting a bus there.

Go to the nearby bus station and get the No 70,it will take you to Palmitos Park.
